TEAM PLUS (Preventing Underage Liquor Sales) and
REACT (Retail Establishments Compliance Team)
The Cancer Research Center of Hawai‘i, University of Hawai‘i, Department of Health, Alcohol and Drug Abuse Division, and the Honolulu Liquor Commission are coordinating two underage drinking prevention projects: an On-Premise Sales Survey Project and the Retail Establishments Survey Project aimed at reducing underage persons’ access to alcohol, because alcoholic beverages are illegal to those under 21 years of age. The objective of these underage drinking prevention projects is to determine the rate of alcohol sales to underage persons in stores statewide, and in restaurants, bars, and cabarets on Oahu. This is done by conducting a series of unannounced visits to on-premise businesses and retail outlets during which time student assistants under the age of 21 attempt to purchase alcohol. This enables the tracking of businesses that sell alcohol to persons under 21. Citations are issued to those businesses that are not in non-compliance with state laws.
